There are still lots of successful local papers, and I see very few ebooks readers or mobile internet devices used for lots of reading on the tube or bus.

Having said that, there is a definite move away from paper and towards electronic or web-based media. Paper sales are falling while internet use is increasing and technology improving.

The question is: who is best placed to lead it?

Maybe there’s an opportunity to do things a little differently. Why not start a citizen journalist local reporting project? Make it a blog, let anyone who wants to contribute. Let people get updates via RSS or email. For those that don’t have a computer, make it easy for it to be printed out in a legible format by a volunteer who does have access to the tech.
