It has always puzzled me how local democracy, while incredibly important to everyone’s day-to-day lives barely impinges on people’s consciousness.

I’ve never quite been sure whether that’s because we don’t do enough to publicise it (although politically and administratively I think we’re good at communications) or because people just don’t care. And I’m not sure which of those I would rather it be. While it’s not great to think we’re not doing something well, would that be preferable to people just not caring?

Of course, there is the argument that when things are going well, people just aren’t going to complain. There is some truth in that, and experience shows that people are quick to raise issues, complain and campaign if the council is doing something wrong or they don’t like.

The problem with this approach is that it just supposes that councils are there to provide services, that it exists with a set of fairly binary functions rather than to create the sort of areas we live in. Actually, when you look at the decisions made in Wandsworth ten, twenty or thirty years ago you can start to see that they helped shape the Wandsworth we live in today.

I was blundering around that subject with a post about the Wandsworth sausage the other week: while we do provide those sorts of services, cumulatively they create something that’s not quite as easy to measure or assess. Subtle variations in the services we do (or don’t) provide add up to make the borough we live in. And obviously something is guiding those choices towards, hopefully, that bigger picture.

Last night was a meeting of the Local Strategic Partnership. This is one of those bodies that few outside the public sector know about, but which theoretically wields a huge amount of power over a local area. Everyone there is signed up to ‘Our Wandsworth’, our sustainable community strategy and, therefore, it guides the council, police, NHS, Jobcentre Plus and many others in their binary choices today that collectively building the Wandsworth we want to see in 2018.

The report was just a progress update on how well the medium term targets were progressing. A refresh of the strategy takes place next year, but given my pessimism will anyone outside the public sector contribute their view on the Wandsworth they want to see? Or are we doomed to live in a set of neighbourhoods that are formed as a reflection of the major public sector organisations that serve them? I hope to God not.

I was disappointed at the lack of response to my sausage post. Perhaps it was because of the Carry On innuendo. Or maybe people were disappointed it wasn’t about actual sausages. I’m hopeful it isn’t because people don’t actually care. When I’ve posed similar questions in the past I’ve had plenty of responses, so it was perhaps a poor attempt at engagement by me…

But if I can’t engage people with sausages, what can I engage people with?

I seem to have stopped taking photos this year – so the cup of tea is getting a few outings – not that photos of meetings or a fairly damp and dreary London are any more exciting.

Councillor Awards
I started the week off acting as a judge for the Local Government Information Unit’s first national councillor awards. While I’ve judged a few things in Wandsworth (most recenty the SNT award) this is the first time I’ve been part of a national award’s judging panel.

It was certainly a fascinating, and humbling, experience – and a real privilege to be asked. Seeing what councillors and local government around the country are achieving was an inspiration.

While the winners aren’t announced for a few weeks (they all find out at a conference at the Emirates next month) I can, of course, start acting on that inspiration.

Wandsworth LSP
The Local Strategic Partnership is one of those bodies that exist in every local authority that no-one actually knows about.

The name gives away what it is (or should be) it’s a high level partnership of everyone involved in the local area – the council is an obvious member, but they are joined by the police, local health service, local businesses and charities to help set the overall direction of the area. The partnership in Wandsworth works remarkably well, and has certainly improved enormously since I first joined (that is a function of a change in the partners around the table, rather than my joining).

One interesting point that came up (I think from one of the health service representatives) was the amount of work we can create for local businesses when tendering contracts.

Until fairly recently it would have been illegal to consider bids on anything but price and quality, though this has relaxed recently, but is an issue that I’ve been looking at over the years. One thing I wouldn’t want to do is start putting a price on location. Is being Wandsworth based worth a £1,000 or £10,000? And what happens if a company moved mid-contract?

The key problem, though, is that Wandsworth is predominantly a small business economy and the public sector is forced to be quite restrictive. For example, we require significant financial guarantees and will look through a company’s accounts to ensure the public money we are spending is at as little risk as possible. These have certainly deterred businesses in the past and often a small company just won’t have been in existence long enough to meet these requirements.

But we can improve access for local businesses by advertising the opportunities and providing advice on how to bid and this is something we are starting to improve. We have long been accessible to local businesses (through things like the Wandsworth Business Forum, the next one being on Monday) and are always willing to advise and help a business compete for our contracts.

Nine Elms Opportunity Board
My last meeting of the week was the Nine Elms Opportunity Board. Now that the area is finally starting to develop this is becoming an exciting meeting again (for years its meetings seemed to be just to discuss what wasn’t happening).

The body was initially formed to try and maximise the benefits to local residents of the development of the Power Station site and the report from Job Centre Plus was interesting. Yesterday I highlighted the small drop in Wandsworth’s JSA claims, but apparently the movement in the market is considerably higher than this time last year. So while there were only a few job vacancies being reported at the beginning to 2009 there are plenty being reported and filled this year. Perhaps we can start being a little more confident about the end of the recession.

Battersea Park treeSo, for this week’s collection of odds and ends. This week’s photo doesn’t really have any artistic merit – composition and exposure could be better – but it is from Battersea Park where autumn is making itself known. The park really is beautiful at this time of year, and almost magical if you see the early morning mist, and that attracts me to the photo.

Cycling
I’ve become an unlikely cycling enthusiast this week, surprising even myself by my desire to use the bike following last week’s training. It has, so far, been an interesting experience and one that really validates the purpose of the scheme – empathy is all well and good, but putting yourself in the position is much better. I intend to write a little about it as time progresses. But it also makes me think I need to look out for more opportunities to try new things for myself.

Keeping to the cycling theme I managed to cycle to two of my three trips to the Town Hall this week! The first was:

Local Strategic Partnership
The Local Strategic Partnership (LSP) is the partnership of partnerships in Wandsworth. It has members from the council, police, health service, business and voluntary sectors and it responsible for the high level direction Wandsworth takes.

I was first made a member in 2006 (after a short period as a deputy member) and will not deny that it was not my favourite meeting. However, shortly after I joined the membership was changed and the meetings became far more productive and far more harmonious. I hope that will show in the Corporate Area Assessment report when published.

Full council
The second cycling meeting. And not a terribly interesting one. Most of the evening was consensual. The only real debate was over aircraft noise and Heathrow expansion (something the council has long campaigned against). Even there the Labour Party agreed with us, but then somehow voted against. So they support campaigns against airport expansion, but don’t. I confess I don’t understand the logic, but as long as they can justify it to the electorate I suppose that’s what matters.

Nine Elms Opportunity Board
Tuesday saw the first meeting of the Nine Elms Opportunity Board (with the great acronym NEOB). Actually the body has existed for a long time under the name Power Station Opportunity Board but has recently been expanded to include more of the major developers from the Nine Elms area. NEOB’s role is to make sure we get all we can out of the area, not only in terms of development, but also in opportunities for local residents.

It is an incredibly exciting time for the area, which is central London’s largest opportunity zone and things are, hopefully, finally starting to move. The US Embassy’s decision may have been a major coup, but New Covent Garden Market are starting consulting on their redevelopment and the Power Station put in their planning application (which fill two large chests) last week. I can’t wait to see how things develop.

Maurice Heaster
And finally last night saw a celebration of Maurice Heaster’s forty years on Wandsworth Council. Although being a councillor, and especially a Cabinet Member, is increasingly becoming a ‘paid job’, for over thirty of those forty years Maurice was effectively a volunteer so it really is no mean achievement to have dedicated so much of one’s life to the council and community.

It was a really good celebration of everything he has done, both on the council and outside and a pleasure to attend. It was particularly pleasing to see both parties there (even if Tony Belton was, for many people, far too pointedly political in some of his comments) recognising that, despite differences, public service is still something to celebrate.

I’ve been producing these weekly reports for a few weeks now, you can read why and some of my thoughts about it. As I commented in there, it’s far from complete, it misses out a lot of the ‘private’ meetings and casework but you may find it interesting…

Lavender Hill Street Party
I take no credit for the Street Party, as I posted on Monday, all the credit belongs else where – but it took up a good chuck of my Sunday and was a truly fantastic event, if you were there I know you’ll agree, if you weren’t then make sure you don’t miss it next year.

Local Strategic Partnership
I attended, as one of the council’s representatives, the Local Strategic Partnership on Wednesday. The Partnership comprises bodies like the council, police, local NHS as well as representatives from local business, the voluntary sector and community groups.

Wednesday saw us spending a lot of time discussing the services we provide for young people, which provided a great example of the importance of partnership working. The council has a target of reducing the number of young people entering the criminal justice system, but the police are meant to increase their arrests – meaning that, unless we co-operate, we are undermining each other’s work!

John Burns School
As posted earlier today I went along for the opening of John Burns School’s new playground. Which is also a new community playground! It is really well equipped, so worth popping along if you have children in the 5-12 age range. It was also great to have a look around the school. I was a school governor there up until around 2002, so it was also good to see how the school had changed and improved over the years.
