In Wandsworth, the Council under Lister for 18 years has become totally deaf to what the people say. All they hear is the words of their own self serving clique. The Council tells people what is good for them and then takes that as the people having spoken. Lister could never contemplate power really pushed close to the people. Leopards and spots etc

Power does, as you say, need to be devolved. I hope Cameron has the nerve to see it through – councils will inevitably end up making mistakes (though that happens at the moment anyway) and things will get messy, especially if political opponents use the freedom in ways we don’t like. That’s what happens when the controls are relaxed and as Conservatives we should be comfortable with that.
